Former Washington D.C. Chief Health Officer to Assist E Team in Defining Medical Response Requirements for Comprehensive Biodefense Solution

LOS ANGELES, CA - October 22, 2002 - E Team, the proven, market-leading provider of collaborative software for emergency and event management, announced today the appointment of Dr. Ivan C.A. Walks to the position of Senior Medical Advisor. In this role, the former Chief Health Officer for the District of Columbia will assist E Team in defining medical response requirements for naturally occurring infectious disease outbreaks and bioterrorism attacks. Dr. Walks will provide expert guidance to E Team as it develops solutions that enable public agencies, private companies and non-profit organizations to prepare for and respond to such events.

As former Chief Health Officer for the District of Columbia, Dr. Walks directed the response to the anthrax attacks in Washington, which was one of the largest public health interventions in U.S. history. This effort was credited with saving many lives. He delivered "real-time" updates on television and radio and quickly became a fixture in many households in the United States and throughout the world. He is internationally recognized as a leading authority on bioterrorism preparedness and response.

Retrieving timely information is extremely difficult during public health incidents and bioterrorism attacks because these incidents don't respect geographical boundaries. The incidents start locally, but quickly escalate to become state and national concerns.

The special communications requirements of public health related emergencies, particularly the need for real-time sharing of medical information from diverse locations with decision makers in the medical, public health and government sectors, was dramatically highlighted during last year's anthrax attacks in Florida, New York and Washington, DC. Further, in June of 2001, The Johns Hopkins Center for Civilian Biodefense Studies conducted an exercise (code name: Dark Winter) at Andrews Air Force Base simulating a biowarfare attack with smallpox. One of the key findings in the report the Center submitted to Congress was the lack of a system providing rapid flow of information in the medical and public health sectors of the U.S.

As a neuropsychiatrist who has worked for many years on a national mental health agenda, Dr. Walks is one of America's leading mental health professionals. He received his medical degree from the University of California at Davis School of Medicine and is a graduate of the Neuropsychiatric Institute at the University of California at Los Angeles. He is currently CEO of Ivan Walks and Associates, a consulting firm that specializes in the policy and practice of health, human services and education with a focus on the specific opportunities and challenges of urban communities.
